2014 Harley-Davidson Breakout

Harley-Davidson has initiated a voluntary recall in Canada.  

The Campaign number is #2014058 and is targeted at repairing at least 297 motorcycles.

The motorcycles effected are the 2014 Harley-Davidson Breakout and 2014 Harley-Davidson Softail Slim.  According to the Road Safety Recalls Database, the motorcycles may not comply with Canada Motor Vehicle Safety Standard 108 – Lighting System and Retroreflective Devices.

The problem is due to a programming error in the body control module, where the brake lamp lit area may be less than what is allowable by the above standard. This could render the vehicle less visible to other motorists, possibly resulting in a crash causing property damage and/or personal injury.

Dealers will correctly reprogram the settings in the body control module.

Recalls in Canada are often followed by the U.S. counterparts, and it’s anticipated that the NHTSA will be involved shortly and the effected number of motorcycles will increase.

UO Football Helmet

UO Football Helmet — Go Ducks!

Different helmets do different things. There are hard hats on construction and heavy-industry heads; football helmets on athletes’ heads, Kevlar® caps on military heads and DOT certified helmets on motorcyclist heads.

None are interchangeable.  However, the motorcyclist in this photo might disagree.

On the weekend I was driving on Highway 217 and came upon this motorcyclist flashing some new reflectivity protective head gear – a University of Oregon football helmet!

I’m not sure if this “learning moment” is one where we ridicule his fashion faux pas or criticize the multiple color combinations of motorcycle, helmet, shirt, pants, socks and shoes, and how they’ll never pass the Nike-design standard.  But, most concerning is the specific amount of retroreflective material on the helmet and how it may well exceed state standards!

Huh?

Yep, a number of states have exact information on the location and number of square inches of retroreflective material required on motorcycle helmets.  I’m currently researching this fun fact and will report an update when I learn if Oregon has such a requirement embedded in the helmet law.

Motorcycle helmets are very sophisticated and specialized for an activity. They’ve been developed carefully and scientifically over the years and wearing a DOT helmet properly strapped on your head is mandatory in the state of Oregon.  If you want to read more about Oregon helmet laws go HERE.  If you’re interested in helmet standards go HERE.  The NHTSA is proposing to amend several aspects of Federal Motor Vehicle Safety Standard (FMVSS) No. 218, Motorcycle Helmets HERE.

But, this is all a moot point, because this “safety-minded motorcyclist” just planted another seed of doubt in the minds of non-riders – some who already question the rationale of motorcycle ownership in general – that wearing a football helmet means motorcyclists are not responsible people; we don’t take ourselves and motorcycling serious and no matter what the law says, it’s about projecting an attitude…

We’ve heard this tune before.  Many call it stupid and other’s will call it living.

Triumph-RecallSafety recalls are usually instigated by the National Highway Traffic Safety Administration (NHTSA) or the vehicle’s manufacturer. In either case, the manufacture must file a public report describing the recall and must attempt to notify owners of recalled vehicles or vehicle equipment.

All motorcycle manufactures have seen there share of recalls, but Triumph is having an unfortunate run of build quality lately.  Below is a list of the recall notices from the NHTSA.

Back In January: Triumph Motorcycles recalled 250 model year 2011-2012 Daytona 675 and Street Triple motorcycles and 2012 Thunderbird and Thunderbird Storm motorcycles. The wheels were assembled with bearings of an unknown quality. Wheel bearings of poor quality could fail unexpectedly, increasing the risk of a motorcycle crash. Triumph will notify owners, and dealers will replace the affected bearings free of charge. The NHTSA Campaign Number: 13V032000

They also recalled 244 model year 2013 Trophy motorcycles manufactured from September 5, 2012, through November 29, 2012. These motorcycles were produced with a label bearing incorrect tire data which fails to conform to the labeling requirements of Federal Motor Vehicle Safety Standard No. 120, “Tire Selection and Rims for Motor Vehicles Other Than Passenger Cars,” and they fail to comply with the certification requirements of 49 CFR Part 567, “Certification.” Owners relying on the information contained in the label may install incorrect replacement tires, increasing the risk of personal injury. None of the affected motorcycles have been sold to consumers and they will be repaired prior to sale. Therefore, an owner notification letter will not be issued for this campaign. NHTSA Campaign ID Number:  13V215 – 2012 and 2013 models – Throttle Cables May Hinder Steering

UPDATED: June 7, 2013 – Another recall just announced.  NHTSA Campaign ID Number: 13V223 2012 and 2013 models – Fuel Tank May Leak.

ART-MapChristianity talks about getting into Heaven; Islam focuses on Paradise; Buddism and Hinduism offer an ultimate reincarnation into blissful Nirvana — every major world religion offers its followers entrance into some sort of ‘Promised Land’.

Not to be overly dramatic, but I’m talking about Medford, Oregon, and a promise that if you attend the TEAM OREGON Advanced Rider Training (ART) in Medford on June 28-29th you’ll come away with increased motorcycle riding knowledge!

This is a rare opportunity for southern Oregon motorcyclists to attend a training course for experienced/expert level riders taught on the go-kart track at Jackson County Sports Park.   This is the same training that is also taught year round at Pat’s Acres in Canby, OR.

Feedback on the training is that it’s a great learning experience.  More info and video HERE. Cost is $150 per person.  I’ve been informed that there are currently 22 seats remaining: 7 in the Saturday a.m./p.m. course and 15 in the Friday p.m./Saturday a.m. course.  It’s anticipated they will all fill by mid-June.

Most important is to take note that the training will not return to Medford before 2014 so get enrolled now while you still can.

It seems that May is déjà vu all over again.

It marks the start of the motorcycle safety awareness month which is shortly followed by accident reports or dumb and dumber maneuvers by  motorcycle riders.

The first in Oregon was the 10am arrest of Jessica Peterson (28 years old) on the first day of Motorcycle Awareness Month.  The charges were assault in the 2nd degree, DUI and reckless driving.  Ms. Petersen crossed over into oncoming traffic and struck Chase Dillon Ivey (26 years old) on his Suzuki motorcycle.  At last report Mr. Ivey was in serious condition at Legacy Emanuel Medical Center.

The opening weekend of Motorcycle Awareness in Washington state wasn’t any better where 3 deaths in two motorcycle crashes on highway 101 in Western Washington occurred.  In Idaho, just a few days earlier three motorcyclists died.

And as if that wasn’t enough to bring a lot of attention to rider safety and the tragic events, on May 6th on Highway 97 south of Lapine, Oregon, Gregory Zaser (61 years old) was cited for speeding – 130mph in a 55mph zone – on a Ducati motorcycle.  According to Trooper Newcomb, Mr. Zaser had just purchased the Ducati (bagger) and wanted to “see what it would do”…

Spoken just like a true attention-grabbing teenager!

I searched and found nothing mentioned on the Desmos web site about this new break-in procedure from Ducati.  And combine that with the fact that Highway 97 is notorious for wild animals standing peacefully on the roadway… I think Mr. Zaser is lucky to walk away with only a huge ticket!

My point?  Other than calling out Mr. Zaser’s attempt to revive the art of fossilized manliness and giving motorcyclists a bad image?!

We’re coming off 3-weeks of incredibly nice weather here in the northwest and motorcycles have been out in force.  Many riders in the state are fair(er) weather riders and for the first time pulling out their motorcycle from storage.  An experienced rider once shared with me that when you’re riding on a motorcycle you’ve always got to watch out for everyone else around you.  And I’ve noticed more than ever the freeways in the Portland metro area are full of people on the phone – talking and texting – changing lanes or swerving and not using blinkers because they’re just not paying attention to their surroundings.

It’s not my intention to pick on a particular group of drivers or riders, but I wanted to reinforce the conversation about motorcycle safety.  A high percentage of accidents are rider caused and preventable.  Make smart decisions on the road.

Firestone-Tire-SafetyIn Oregon, support for a ban on smoking in cars with kids is well on its way to the Governor.   Senate Bill 444 which passed the Oregon Senate last week would allow police to ticket drivers who were caught smoking in their car if anyone under 18 was present after they were pulled over for another offense.

It’s another example in a long list of arbitrary and capricious “nanny state” regulations, but it passed easily.

The action is no different than what the “Soda Jerk” – NYC Mayor Michael Bloomberg – has attempted by imposing his will for the sheer sake of being a true believer in the lifesaving consequences of HIS health agenda.  It would be similar to – and I hate to even provide the idea – the Portland Mayor forcing top-shelf restaurants such as Andina and The Chart House to no longer serve bottles of wine as a way to fight alcoholism.

Independent of what I think about this second-hand cigarette smoking measure, I’m unapologetically against “nanny state” regulation and government highhanded scolding through regulation.  These so-called “substantive bills” seem to have no limit to the government imposing their will for the sheer sake of it.

But, I’m not blogging to rail about poor parenting skills, or scold people for excessive Cherry Coke consumption or promote a car smoking ban.  Rather, once the regulators keep kids safe from second hand smoke where do their idle hands focus next?  Likely on our bedrooms with unmanned vehicles spying monitoring from the back yard patio?!

According to this report (.pdf) only nine % of Oregonians think the government spends money wisely.  The fact that state legislators spent any time on a second-hand smoke issue – which isn’t on anyone’s top 10 list – just amplifies the point.

If a mental break is needed from addressing big issues like PERS reform, streamlining the tax code or fixing the corrections budget, take some time to ponder the number of Oregonians who are effected by road conditions.

As regulators race to Salem complaining about drivers on their cell phones “parked” in the left lane… slow down and look at the poor conditions of the pavement.  I invite you to check out the pavement on OR 217, where fewer than 100K+ vehicles travel daily.  It’s so severely rutted that sections are dangerous for motorcycle travel.  Automobiles changing lanes pepper cars with loose asphalt from the rutted right side to the rutted left lane and bounce around until they settle into the ruts.  It’s worse during the rain… which is 300 days of the year!  The last time major repaving occurred on OR 217 was back in 2006.  Prior to ‘06 it was repaved in 1994.

There are sections of OR 217 that should be classified as “structurally deficient” and signs should be erected in places similar to the “Motorcycles Use Extreme Caution” in Washington State.

The funding and road repair priorities in the state are a big issue.  The second-hand smoke while driving bill is nothing but a distraction and disguised to make voters believe regulators are doing something in the capital.

Hey Salem… we’re watching!

UPDATE: March 28, 2013 – The Oregon Legislature tried to pass a similar smoking bill (HB 2385) in the 2009 session.   And according to this report seven states currently ban smoking in automobiles with children under the age of 18 years old.  Interestingly, there are currently 17 states which ban smoking in vehicles while transporting foster children, including the state of Oregon.  The report provides a number of reasons to support smoke-free vehicles when children are present.

UPDATE: June 4, 2013 – The Oregon House yesterday passed Senate Bill 444 in 43-15 vote against the objections of some lawmakers who groused about it as a “nanny state” provision.  The bill will allow police to ticket smokers if the were pulled over for another offense.  The violation would cost $250 for the first offense and $500 for subsequent offenses.  The bill now heads to Gov. Kitzhaber, who has said he will sign it.

lane-split-caSome automobile drivers see motorcyclists as obnoxious and borderline cheaters as they cut and weave through slow freeway traffic to get ahead of others.

The practice is called lane-splitting and only in California has it always been legal, however, state authorities have never told motorcyclists how best to maneuver between heavy and slow moving traffic safely.

Until now…  you can read the complete lane-splitting regulations HERE.  The new rules, which the CHP introduced in January after consulting with other state agencies and motorcycle-rider groups, apply to city streets, highways and freeways across the state.

I wonder if we’ll be seeing intermediate and advance lane-splitting courses in the future?
