52 Years Later—USS Pueblo

USS Pueblo (AGER-2)

Today marks the 52nd anniversary of an extraordinary event.

The USS Pueblo (AGER-2) was captured by North Korean forces on January 23, 1968 and forcibly taken to Wanson Harbor.  The ship was on a surveillance mission in international waters off the country’s coast.

The ship seizure was without question the largest compromise of information concerning the cryptologic community collection, processing, and reporting operations and techniques in U.S. cryptologic history.

Speaking of surveillance, the USS Pueblo was equipped with the latest and most sophisticated signals intelligence (SIGINT) collection equipment available in the U.S. inventory, with a capability to intercept and record North Korean voice and other communications particularly in the ultra high frequency (UHF) and very high frequency (VHF) spectrums. It had the standard WLR-1 electronic intelligence intercept receiver used throughout the naval fleet and had positions set aside to intercept Soviet telemetry.  When captured, the ship had more than 500 documents or pieces of equipment, including 58 technical SIGINT instructions, 37 technical manuals, 33 communications intelligence (COMINT) technical reports and 126 collection requirements. The USS Pueblo had copies of about 8,000 messages containing SIGINT data transmitted over the fleet operational intelligence broadcast. The broadcasts carried large amounts of information on Southeast Asia and China and thus collectively revealed the effectiveness of the U.S. collection efforts. The USS Pueblo also used four cryptographic systems, associated keying materials, maintenance manuals, operating instructions, and the general communications-security publications necessary to support a cryptographic operation.

The cryptomachines and manuals the North Koreans seized from the USS Pueblo were soon passed to the Soviets.  These were identical to those heavily used by U.S. Naval commands worldwide.

The Soviet acquisition or windfall of U.S. cryptographic equipment from the USS Pueblo, as well as the acquisition of U.S. keying material for the same machines from John Walker (more on this topic in a later post) beginning in late December 1967 and later from Jerry Whitworth, gave the Soviets all they needed to read selected U.S. strategic and tactical encrypted communications.

The ship attack and seizure was a major propaganda coup for North Korea.

The USS Pueblo 83 officers and enlisted men along with two civilian oceanographers — whose presence was intended to reinforce the ship’s cover story —  were held (beaten daily, humiliated, and starved) for 11 months!  Petty Officer Duane Hodges, 21, of Creswell, Oregon, died during the seizure, when North Korea first attacked the USS Pueblo. Mr. Hodges was  presented with the Silver Star Medal (Posthumously).

The spy ship tragedy briefly hit the news cycle a couple years ago, but at the time it seemed the incident was largely lost on the public.  Why?

You may recall, that in 1968, the USS Pueblo attack was overshadowed by Vietnam and all the other drama in that chaotic year.  There were assassinations of the Rev. Martin Luther King Jr. and Robert F. Kennedy. The riots that shook Washington, Chicago, Baltimore and other U.S. cities. Campus protests. Civil rights protests. Vietnam War protests. The Tet Offensive. The My Lai massacre. The rise of Richard Nixon and the retreat of Lyndon Johnson. There was the Black Power movement, “The White Album,” Andy Warhol, “Hair,” and Apollo 8.  It was an extraordinary year and the USS Pueblo fell through the cracks of the public consciousness because of everything else.

Initially newspapers ran profiles of the brave sailors captured by the evil North Korean Communists and the USS Pueblo was the main focus of national attention.  But, 7-days later, January 30, 1968, the Tet offensive exploded and the American public returned focus to Vietnam. Soon after, Walter Cronkite called for a Vietnam exit, a national debate flared up about the military’s request for more troops, and Johnson announced that largely because of Vietnam, he would not run for re-election. In the haze of Vietnam-related tumult, the USS Pueblo faded.

The U.S. military did take sweeping steps—many unpublicized—to prepare for a war with North Korea, but climatically they relented with a publicly repudiated written apology that freed the crew in December 1968.  After 335 days in captivity, and a written admission by the U.S. that the USS Pueblo had been spying, as well as an assurance the U.S. would not spy in the future — the men were sent to the Demilitarized Zone border with South Korea, and ordered to walk one-by-one across the “Bridge of No Return.”  Many of the men were crippled, malnourished and almost blind from the hideous torture they received.  After the last man had crossed the bridge, the U.S. verbally retracted all its admissions, apologies and assurances.

I need not detail the aftermath, but the crew fought for years to have their reputations restored and it wasn’t until 1989 that the U.S. government finally recognized the crew’s sacrifice, and granted them Prisoner of War medals.  The story of the crew suffering and what happened has largely gone under-reported. Hopefully this blog post illuminates the rallying cry to “Remember the Pueblo.”

Currently, the USS Pueblo remains a commissioned naval ship and property of the U.S. Navy held captive.  It is moored in the Potong River at Pyongyang, North Korea’s capital.  It is being held as a trophy of war—a “tourist” attraction and propaganda piece for the Democratic People’s Republic of Korea (DPRK) regime as part of the Victorious Fatherland Liberation War Museum.

In 2008, a U.S. Senate resolution declared the USS Pueblo as the first U.S. Navy ship to be “hijacked” by a foreign military in more than 150 years and proclaimed to show the world its resolve by getting the USS Pueblo back by whatever means.

A lawsuit in 2008 was brought by three members of the USS Pueblo crew, William Thomas Massie, Dunnie Richard Tuck and Donald Raymond McClarren, and Rose Bucher, wife of the Pueblo’s late commander, Lloyd Bucher.  The court awarded the three surviving crew members $16.75 million each, and Bucher’s estate $12.5 million for the abuse suffered during capture and the “physical and mental harm that (they) likely will continue to endure throughout the rest of their lives.”

In February 2018, a new lawsuit was filed in a federal court under the Foreign Sovereign Immunities Act, which allows victims to sue state sponsors of terrorism for torture, hostage-taking, personal injury or death.  More than 100 crew members and relatives of the USS Pueblo joined the lawsuit.  North Korea has never responded, but plaintiffs could recover damages for relief under a $1.1 billion dollar fund established by the Justice for United States Victims of State Sponsored Terrorism Act, which can be awarded to people who have “secured final judgments in a United States district court against a state sponsor of terrorism.”

In 2019, Republican U.S. Rep. Scott Tipton (CO.) announced a new resolution calling on the North Korean government to return the USS Pueblo back to the United States.  The resolution also directs the clerk of the House of Representatives to transmit copies of the resolution to the president, secretary of defense and secretary of state.  It states the U.S. Navy “would welcome” its return as “a sign of good faith from the North Korean people to the American people.”

To the service members who served on the USS Pueblo, I thank you for your sacrifices and service!

The end of the Korean War and the subsequent Armistice Agreement of 1953 has not resolved any of the issues that divide North and South Korea.  It is unlikely that Kim Jong Un’s regime will ever end their incendiary rhetoric, or send the USS Pueblo home or respond to any terrorism litigation.

Today marks the 35th anniversary of the fall of Saigon and the end of the Vietnam war.

Occasionally I wander and this post has nothing about motorcycles.  However, it has everything to do with appreciating veterans.

You may recall that the U.S. entered the war to prevent a communist takeover of South Vietnam as part of their wider strategy of containment. The southern city of Saigon – later renamed as Ho Chi Minh City – was surrendered on 30 April 1975 to Vietcong troops when several tanks smashed through the gates of what was then known as Independence Palace and the last of the Marines were evacuated from the embassy roof.

But I’ve gotten way ahead of myself.  The year was 1962 in the hot dry desert of White Sands Missile Range and the Hawk Missile Training Program at the Air Defense School in Fort Bliss, Texas…

The 6th Missile Battalion (HAWK), 71st Artillery was activated by General Order 17, dated 19 February 1962, Headquarters, U.S. Army Air Defense Center, Fort Bliss, Texas. The HAWK – from the Latin name Accipter (birds that are known as hawks) – were made by Ratheon, and was an all-weather, surface-to-air, medium-range/medium-altitude missile system.  All HAWK missile artillery battalions served under the 97th Artillery Group (Air Defense Artillery) — “Hoomau i Luna” (Always On Top).

It would be three years later in July 1965 that the Battalion received Alert Orders for overseas deployment to U.S. Army Pacific (USARPAC) South Vietnam. The alert order initiated a series of actions to qualify the crews and readied the equipment for deployment.  In less than a month, the Battalion had multiple successful missile exercises and by 15 August 1965 the equipment was ready for shipment.  The PRD (Personnel Readiness Date) was established as 1 September 1965 and all personnel were POR qualified. The Battalion’s personnel were alerted for movement from Fort Bliss, Texas to Oakland Army Terminal, Oakland, California.

The main body (including my father) of the 6th Battalion (HAWK), 71st Artillery departed Oakland Army terminal aboard the USNS General Hugh J. Gaffey (T-AP-121) on 11 September 1965.  My father mailed me the above card which I’ve saved as a reminder of that voyage.  And in a twist of irony the ship turned out to be the very same troop transport ship that he traveled to Asia when deployed to serve in the Korean War some twelve years earlier.  Go figure.  At any rate, on the card above (name intentionally blocked out) you’ll note that at departure my father wore a Specialist E-5 Insignia, indicating the rank of Specialist E-5, or Spec 5 as it was commonly called.  It was phased out after the Vietnam War and today, all E-5’s are Sergeants, but during the Vietnam War, Spec 5’s were sometimes squad leaders or in charge of technical groups.  Most E-5’s in a Hawk Battery were senior radar or missile technicians and they reported to an E-6 or above maintenance Sergeant.   Interestingly an E-5 was the highest rank a draftee could receive without re-enlisting.  The E-5 in charge reported directly to the Maintenance Warrant Officer and functioned as the Sergeant in their chain of command.

So, why were HAWK missiles in Vietnam? It turns out that in 1965 the U.S. significantly increased the scale of its air strike operations against North Vietnam, and in response the North Vietnamese were using Mig-17’s with a top speed of over 1300 MPH and could suddenly pop up on radar screens without much notice.  In addition they deployed Russian Il-28 bomber aircraft which had the potential for first strike.  The heightened air threat from North Vietnam and the lack of allied low altitude radar coverage in the region meant that if the enemy wanted to exploit this weakness it was estimated that the bases in South Vietnam and north-east Thailand would be open to decimating attacks in minutes.  As a result, the 6th Missile Battalion men were deployed in various locations across Vietnam to defend their assigned air bases, fuel and ammo dumps, cities, major troop concentrations areas and free world ports in the Republic of South Vietnam.

My father along with rest of the 71st Artillery debarked at Qui Nhon after 17 days aboard the USNS General Hugh J. Gaffey (T-AP-121) on 28 September 1965.  In November 1965, Battery C, 71st Artillery became the first fully operational HAWK unit in Vietnam.  In 1966 the battalion relocated to Cam Ranh Bay where it remained until departure.  During the first six-months my father served as an Engineer Equipment Technician and Supervisor, however, in the final six-months he was assigned to the 41st Signal Battalion as a M60 “Door Gunner” on a UH-1 “Slick” Huey.  The “Slick” version was the configuration used for carrying maximum troops and other than the M60’s was not fitted with external weapons to save on weight.  The unit received numerous Vietnam citations ranging from Defense; Counteroffensive; Tet Counteroffensive and Consolidation.  My father returned to Fort Bliss, Texas in September 1966 and retired some ten years later.

Many of you know that the polished black granite of the Vietnam War Memorial is engraved with 58,256 names of fallen soldiers.  It unfortunately includes my cousin “Mike” who was KIA on Saturday, 08 April 1967 along with seven other men in his squad from Co. F, 2nd Bn., 4th Marines, 3rd Marine Division.  The following excerpt is from PFC James Popp’s Navy Cross which explained the situation:

“Private First Class Popp’s squad was conducting a squad-size patrol against the Viet Cong forces in Quang Nam Province. While moving along a trail in search of the enemy, the squad was suddenly taken under a murderous volume of small-arms, hand grenade and 40 millimeter grenade fire. The heavy volume of fire rained in from three sides,…continuation HERE…or HERE”.

But, what about that ship you ask?

It turns out the Admiral W.S. Benson-class troop transport – USNS General Hugh J. Gaffey (T-AP-121) – was built at Bethlehem Steel in Alameda, California and its history dates back to WWII where Admiral W. L. Capps made several trans-Pacific voyages to the Far East with troops between November 23, 1944 and August 4, 1945.  Then from September 1945 to December 15, 1945, it made three trans-Atlantic voyages returning troops to and from Europe.  In the 1950 – 60’s, the ship had a diverse service record where it spent almost two decades carrying men and material to American installations throughout the Far East and the Pacific Ocean during the Korean and Vietnam War support.

The ship was placed out of service and struck from the Naval Register, 9 October 1969 and then transferred to the Maritime Administration for lay up in the National Defense Reserve Fleet.  The ship was then reacquired and reinstated in the Naval Register on 1 November 1978 and was placed in service as a barracks hulk in Bremerton, WA., to serve as a barracks ship for the crews of ships undergoing major overhaul.  Later the ship was laid up in the NISMF Pearl Harbor, HI., and struck from the Naval Register on 25 October 1993.  In the ultimate irony, her final duty was a missile target North of the Hawaiian Islands during the RIMPAC 2000 EXERCISE where she sank on 16 June 2000, at location, in a depth of 2,730 fathoms.

Sure I’m proud of our family’s military service, but this post is more than that.  It’s about remembering the fallen of the Vietnam War.  Many came back to a non-welcome committee and deserve a major shout out.  There are Veteran Motorcycle Clubs and many independent riders across the U.S. who are dedicated to helping and honoring veterans.  If you are one thank you.  If not, then when you see a Vietnam Vet or any Vet for that matter, try and make a point to thank them for their service to our country.  Believe me they’ll appreciate hearing it!

chapelA good riding buddy of mine lost his father recently.

Coping is difficult for family and for friends it’s can be challenging to know what to say or not say that might remind the person about something they don’t want to remember.  But close friends know how not to say a word and yet provide comfort.

Frank served in the U.S. Army and was a Korean War veteran which meant he always had a sense of purpose to what ever it was he was doing.  I first met him back in the early ‘80s when he ran his own company selling electronic components.  I worked at a medical instrumentation company which purchased his parts and I’ll never forget his deep vocabulary of “one-liners.” A salesman of high integrity to the very core and one that would make Glengarry Glen Ross “ABCs” proud.   I remember on more than one occasion “chasing” him out of the manufacturing assembly area for chatting up the “common people” not because he had a talent of figuring out what his clients were always up to, but was the kind of guy who made people laugh and truly enjoyed learning more about the folks he worked with.  Chatting/laughing and killing time in manufacturing = fewer widgets thus the need for chasing him off.

I was a privilage to know Frank and I was thinking about his — “Trust No One” — saying while I wrote this post.  How prophetic that the biggest story of the week is the insane profits at Goldman Sachs.  If you’d rather get your news from “Rolling Stone”, Matt Taibbi weighs in HERE.  Clearly Wall Street’s bad habits — above all, the system of compensation that helped cause the financial crisis — have not gone away.  In addition, it spotlights that by rescuing the financial system without reforming it, Washington has done nothing to protect us from a new crisis.

Frank passed away peacefully surrounded by the love of his family and friends.  Small as it may be, I wanted to provide a shout out of remembrance and re-commit to memory his one-liner as I sit in front of the TV screen, anesthetized by “talking heads” hoping our future doesn’t go down the drain as banking insiders believe it’s business as usual.
