Recall Notice: 21V225000

NHTSA Campaign Number: 21V225000

Harley-Davidson is recalling certain 2019-2021 Sportster (XL) motorcycles and 796 headlight assemblies that may have been sold as replacement parts for 2005-2019 Sportster, 2005-2017 Softail, 2005-2017 Dyna, and 2005-2011 V-Rod motorcycles. The glass bulb within the headlight assembly may fail, causing a loss of both high and low beams.

Obviously, a loss of both headlight beams can reduce visibility and increase the risk of a crash.

The interior of the bulb shield in an unknown number of XL Headlamp Assemblies, part number 68297-05A, may have been produced with a glossy, chrome finish. If this condition is present, the resulting thermal conditions may cause a hole to develop in the tip of the dual-filament bulb, which in turn may allow the sealed gas to escape from the bulb, thereby causing the powered filament to fail prematurely. Investigation of this issue indicates that switching to a different beam (high to low or low to high) to restore lighting causes the second filament to fail.

Affected Motorcycles

The specific make/model/year is in the attached chart and the potential number of units affected is 31,346.

The remedy is that Harley-Davidson is notifying owners, and dealers will install a headlamp bulb shield, free of charge. The recall is expected to begin April 12, 2021. Owners may contact Harley-Davidson customer service at 1-800-258-2464. Harley-Davidson’s number for this recall is 0177.

Senate Bill 574

Do you have that déjà vu feeling?

Remember the 2019 House Bill 2314?

Now we have Oregon Senate Bill 574 which has passed the Joint Committee on Transportation and been sent to the full senate for consideration. The bill would legalize lane sharing under certain conditions.  Lane Filtering, Lane Sharing, and Lane Splitting (i.e. “white lining”) all basically refer to a motorcycle rider positioning its way through slow-moving or stationary traffic.

Lane Splitting Example

According to the bill, the type of conditions in Oregon include:
• On highways with a posted speed limit of 50 MPH or higher
• Traffic on the road must be stopped, or moving at less than 10 MPH

 

 

The rider:
• May travel no more than 10 miles per hour faster than traffic
• Must not impede the normal and reasonable movement of traffic
• Must safely merge with traffic, if traffic speed exceeds 10 miles per hour
• Must pass traffic traveling in the same direction

Riders cannot lane-share:
• Between a traffic lane and the curb and bicycle lane (on either side)
• Between a traffic lane and a row of parked vehicles (on either side)
• On the right side of the rightmost lane of traffic, or the left side of the leftmost lane of traffic
• In a school or construction zone

You likely either love it or hate it, as lane splitting is a controversial subject that doesn’t seem to promote any middle ground. If you have some passion around this topic, now is the time to contact your senator and request their support for S.B. 574.

UPDATE: June 1, 2021 — The Senate Bill 574 stats:

  • Passed full Senate and House floor votes, with 3-to-1 bipartisan majorities
  • Had 17 sponsors, with a nearly even split of Democrats and Republicans, House and Senate, from rural, urban, and suburban districts
  • Received written support from over 600 Oregon motorcyclists
  • Was endorsed by many Oregon businesses and organizations
  • Received a “Do Pass” recommendation from the Joint Committee on Transportation

Clearly, Senate Bill 574 was one of the most widely supported bills in the current legislative session and is an acute illustration of elected officials successfully working together to support Oregonians.

Then – Gov Brown Vetoed the Bill on May 26th, citing public safety concerns, including noncompliance and enforcement.

Concerns over ongoing restrictions forced the cancellation of the Hells Canyon Motorcycle Rally planned for July 9-12th 2021.

Organizers came to the decision due to the State of Oregon’s restrictions, and having no line-of-sight to a method of safely hosting this event while still being in compliance with the state’s guidelines. “The show must go on” is in our DNA, we are now working through the ramifications of this unfortunate situation.

I’m of the viewpoint that organizers likely made the decision that hosting an event for a few thousand people with mandated indoor/outdoor occupancy limits and social distancing requirements was too risky due to enforcement and liability issues. Additionally, the pandemic’s adverse impact on manufacturers and industry vendors has led to significant supply delays and shortages, which adds even more risk for small businesses.

Maybe in 2022…

Harley-Davidson has learned that the software in the Onboard Charging (OBC) System of the LiveWire (ELW) model motorcycles built between 3/18/2019 and 8/20/2020 may initiate a shutdown of the electric vehicle powertrain, without providing reasonable indication to the rider that a shutdown sequence has been initiated.

In some cases, the vehicle may not be able to be restarted or, if restarted, may shortly thereafter shut down again. Unexpected loss of propulsion of the vehicle while in motion without the ability to restart or remain restarted may increase the risk of a crash.

In addition, prior to loss of propulsion indicator lamps may illuminate to include: the Traction Control (TC) lamp, the Anti-lock Brake System (ABS) lamp, and the Failure Indicator Lamp (FIL).

Summary
Harley-Davidson Motor Company (Harley-Davidson) is recalling certain 2020 LiveWire (ELW) motorcycles. The electric vehicle powertrain may unexpectedly shut down and not restart, due to a software issue in the Onboard Charging (OBC) system.

Remedy
Harley-Davidson will notify owners, and dealers will update the OBC software, free of charge. The recall began October 19, 2020. Owners may contact Harley-Davidson customer service at 1-800-258-2464. Harley-Davidson’s number for this recall is 0176.

Sturgis City Council Release

The Sturgis City Council voted 8-1 last night to host the rally and announced today that the 80th Annual City of Sturgis Motorcycle Rally will move forward.

However, there will be significant changes designed to reduce the large crowd gatherings in the downtown core with the intent to “safeguard the community and residents.”

That there is a true definition of dichotomy.

The City Council decision, given most all other large outdoor events and indoor concerts around the U.S. have been canceled or rescheduled, is an interesting one. The annual rally will generate millions in revenues for the host city, but no mention of that trivia in the press release.

Buffalo Chip Email Blast

According to Sturgis Rally stats, in 2019 there were 490,000 rally visitors — at least 70 times the estimated 2019 population of Sturgis (6,500), according to the U.S. Census Bureau.  In other words, the Sturgis Motorcycle Rally attendees in 2019 were the equivalent to half of the state of South Dakota’s estimated 2019 population of 884,659.

A few items known as of today that will be implemented at the event:

  • Attendees will be asked to practice social distancing and follow CDC guidelines.
  • Enhanced safety/sanitization protocols will be carried out in the downtown area.
  • City sponsored events including opening ceremonies, parades, B1 Flyover, and live music at Harley-Davidson Rally Point are cancelled.
  • Photo towers will NOT be installed.
  • Temporary vendors will be required to abide by state and federal protocols and guidelines related to COVID-19.

I’m not trying to “COVID Shame” anyone thinking about or planning to attend the motorcycle rally.  But, remember a long, long time ago when the freedom of riding across the U.S. and attending a rally didn’t bring this type of risk?

I truly hope you all are healthy while staying safe.

To state the obvious: we are all drowning under a steady drip of negative and sometimes outright terrifying news.

With social media and cable television, we can get this drip, drip, drip of dangerous news 24/7. And given the intense competition between the different “news” sources, it has created an environment of doing whatever it takes to increase clicks and views in support of more ad revenue.  Adding to this are the bad actors out there.  They have goals to take advantage of the current structure of social media to excite, energize or anger audiences making it very difficult to stem the tide of disinformation.  In fact, according to some news reports, Russian trolls are already engaged in disinformation campaigns around COVID-19.

There are three factors that seem to encourage the pessimism spiral. The first is a belief that the events that have occurred are permanent. In other words, if things are bad, things will stay bad. The second is a belief that what has happened will have a pervasive and apocalyptic effect on our lives. And the third is the issue of blame, finding someone, not just someone who is accountable, but someone who can be blamed with all the emotion that goes along with that process.

I want to avoid the temptation to play armchair psychologist, but recognizing that inside voice that is making those negative remarks and arguing against yourself, while putting things in true perspective can help to be more optimistic.

There is relief and why, perhaps now more than ever, motorcycle blogs are essential. I hope you agree.

Blog dispatches from across the country about motorcycle wanderings—this can provide a welcome diversion, a brief reprieve from the current restrictions we’re all living under, and a reminder of the thirst for motorcycle adventures we’ll all need to sate when this pandemic has finally passed.

One day soon, this crazy time of social distancing and sheltering at home will be behind us and we’ll be immersed riding with the sun on our backs and the wind in our face!

Harley-Davidson ($HOG) is recalling certain 2019-2020 Trike motorcycles built between 3/12/18 and 11/5/19 with traction control.  The Trike Traction Control System software may respond incorrectly to a faulty rear WSS (Wheel Speed Sensor) signal by activating one of the rear brakes. Unintended activation of one rear brake could lead to an unexpected change in the vehicle direction which may increase the risk of a crash.

The potential number of units affected is 12,624.  The component manufacture is Robert Bosch LLC.

The remedy is for dealers to update the traction control system software, at no charge to the customer.  The recall began December 2, 2019. Owners may contact Harley-Davidson customer service at 1-800-258-2464. Harley-Davidson’s number for this recall is 0175.  Specifically, the new Electro-hydraulic control unit (EHCU) software download removes or disables the software from recalled component, that causes this unintended activation of a rear brake.

IMPORTANT: Should riders choose to ride the motorcycle before this safety recall service has been completed, to reduce the risk associated with this condition, the motor company recommends that riders disable traction control on the motorcycle BEFORE each ride per the following procedure:

1. Start motorcycle, but do not begin moving. (Note: The (TC) icon in the tachometer will be flashing.)
2. Press and hold the (TC) button on the left hand control until the (TC) icon remains illuminated (solid) in the tachometer.
3. Do not touch the (TC) button during vehicle operation.

Since the system resets with every ignition switch cycle, this procedure needs to be performed at the beginning of every ride until the safety recall service has been completed.

NOTE: While the Traction Control function will be disabled, this does not affect other functions of the Reflex Defensive Rider System (RDRS). Reflex-Linked Brakes with Cornering-Enhanced ABS and Drag Torque Slip Control systems will remain operational.

Gridlock Traffic

With breweries (84 in Portland area), donuts and great bookstores, Portland is a dream to ride around and visit — until you get stuck in traffic.

Allstate Insurance has Portland as home to some of the worst drivers in the U.S., ranked at 181 out of 200 on their list of “Best Driving Cities.”

Not long ago, Portland also landed on a list of the top cities for drunk driving (compiled by QuoteWizard).

Now there is a study, published by Apartment Guide, that showcases Portland in the top-10 list of “The Worst Cities for Commuters.”  The city takes the No. 7 spot as one of the worst cities for commuters.  Number one is Los Angeles and number two is Seattle.  Studies for Portland indicate that in large part the congestion comes from roads and highways that haven’t been expanded to accommodate the large influx of millennial newcomers who have moved into the city/area.

For any of you who have experienced the brutal gridlock traffic and tried to ride around with traffic in Portland, it’s no surprise.

There is good news if you like higher taxes.  In November, the Oregon Transportation Commission sent the Legislature a report (PDF) outlining how ODOT and local governments have met specific requirements in order to trigger gas tax increases.  It’s called The Conditional Motor Fuels Tax Increase Accountability Report.  The report ensures a funding package and that all of the statutory conditions required to trigger the first two-cent motor fuels tax increase will become effective January 01, 2020.

Yea, more gas tax!

If you are interested in the grading of major roads in and through communities (good, fair, or poor) or so riders can see what they’re getting for their increased taxes, check out this website that was developed by ODOT.

But wait, there’s more…

Governor Kate Brown (who theoretically is responsible to set an example for state employees!), flies on a private jet to the Sunriver airport to meet with the Oregon Forest & Industries Council. When the backlash became louder and the media noted that the “green” optics looked rather poor, the governor’s office went on a charm-offensive and provided a ‘PR message’ stating that “the decision to travel by (private) plane was made to accommodate a busy schedule.”

Don’t we all have “busy” schedules?  What does that say about the Brown administrations environmental credentials?

Any reasonable person would view a private jet as being something for the “privileged” few, but it now seems to include state employees.  Don’t get me wrong.  I’m on-board the “Keep Oregon Moving” legislation, but rubbing the voters faces in the my time is more “valuable” and I have the power to fly over traffic congestion seems very tone deaf. Once this became public, Governor Brown’s office stated she would report the private flight as a gift, as required by law.

But, it’s not the only example.  Consider that on October 31st, the State of Oregon Aviation Board (the OAB is appointed by the Governor) members flew by private planes to a meeting in Sunriver for a hearing on the Aurora State Airport runway expansion while citizens who will have to live with the consequences of a decision needed to drive 3 hours each way to give 2 minutes of testimony!  I’m guessing, but if they were confronted I would anticipate their decision to travel by private plane was to accommodate their very “busy” schedule.

Does anything seem wrong about this?

The “do as I say, not as I do” optics are extremely poor given the Governors push for a cap on carbon emissions and her administrations advocacy that citizens need to pay more taxes and make more sacrifices for climate change.

I love planes!  But, private jets are the worst form of transportation if you are concerned about carbon emissions so, please stop lecturing me about climate change and demanding more sacrifices.

As you know, I’m a motorcyclist licensed in the State of Oregon.  I’ve written many blog posts that represent motorcyclists and advocate for the passage of laws that improve motorcycle safety and result in motorcycle awareness and driver accountability.

My perspective comes from years of riding motorcycles and having first hand knowledge of friends who have been injured when drivers don’t see motorcycles and the dramatic consequences.

Speaking of motorcycle accidents, the following are examples of common motorcycle accident causes:

• A car makes a left-hand turn in front of a motorcycle, usually because the driver is not looking for, or does not otherwise see, the oncoming motorcycle.

• A vehicle pulls out of, or into, a side street or driveway, also usually because the driver does not look for, or otherwise see, the motorcycle.

• A car rear ends a motorcycle because the driver is inattentive or distracted, usually by a mobile electronic device.

• And the all-to-common motorcycle accidents involve only the motorcyclist!  There have been a number of motorcycles that inexplicably missed a curve on a clear, dry road and left the roadway.  Many suffered injuries or death after striking a tree, roadside sign, utility pole or boulder.  Be it age related (yes, I said that!), pushing the limit of the riders skills or the capability of the motorcycle, driving impaired — both by drugs and alcohol — or by fatigue and exposure — riders need to constantly tweak riding habits to stay sharp.

In tracking the U.S. states information, searching and following-up on the Oregon data of various motorcycle accidents in the news, it seems that negligent drivers are often not being cited for any violation when they cause a motorcycle accident. Moreover, careless drivers are typically only being cited for routine traffic violations, and reckless drivers are being cited only for careless driving.  I’ve also read about simple cell-phone tickets being cited when drivers cause severe accidents.  If you try and track motorcycle accident cases, they are usually not referred to the District Attorney’s office unless there is a fatality or a drunk driver involved. Careless and even are facing very little to no criminal repercussions for their conduct and instead being given a traffic violation or no traffic violation at all.

That’s all about to change!

Back in 2017, Oregon began to address this issue by passing HB 2598, which expanded Oregon’s Vehicular Assault Statute, ORS 811.060, to protect motorcyclists and their passengers from reckless drivers, making it a Class A Misdemeanor for a reckless driver to injure a motorcyclist or passenger. That same year, Oregon passed SB 493, which made it a Class A Misdemeanor for a criminally negligent driver to seriously injure a vulnerable user.

However, under the current statute, motorcyclists, moped operators, and their passengers are not, even though they are equally susceptible to being directly struck and seriously injured by a careless, or criminally negligent, driver as the other road users.

But, effective January 1, 2020 is Senate Bill 810.  Signed into law back in June, the Bill modifies the definition of “vulnerable user of a public way” to include persons operating or riding on moped or motorcycle.  The law (801.608, “Vulnerable user of a public way”) enhances penalties for motorists who kill or injure motorcyclists, as well as other vulnerable road users such as pedestrians, highway workers or bicyclists.

Oregon has taken an important step to protect riders and their passengers. Oregon now joins the State of Washington along with several other states by treating motorcycles and mopeds the same as other vulnerable road users by significantly enhancing the penalties against careless and criminally negligent drivers.

Somewhere on CA. Highway 139

Somewhere between Bieber and Sheepshead on CA. Highway 139, you’ll find yourself in the middle of nowhere.

Add to that being kissed with semi-warm September sunshine and you’d be in a place that many of us on motorcycles call happiness.

Sure we could set the cruise control on Interstate 5, but the fun ride to Reno, Nevada for the fall Street Vibrations Rally is coincidently also the shortest route leaving Portland to Eugene (Hwy 58) to Klamath Falls then on OR39 which becomes CA139 through much of the Modoc National Forest and Tule Lake to US 395 into Reno.

Interestingly, OR39 runs through the mixed-up little town of Hatfield.  The California map says it’s in California and the Oregon map says it straddles the state line, which at least in practice, it does.  The actual location of the state line is a bit confused, because Hatfield is an unincorporated community in both Siskiyou County, California, and Klamath County, Oregon.  At any rate, the junction of Oregon Route 39, California State Route 161, and California State Route 139; all three routes terminate at a four-way junction in the community.

If you live in the Northwest you know that the Oregon summer ends and autumn starts for many motorcycle enthusiasts by making the pilgrimage to the 25th annual Street Vibrations Rally.  It’s often the last nice weather ride of the season.  Nothing replaces wind in the face on the Harley-Davidson, a playlist with heavy bass, and a distant horizon when needing a little adventure.  Some may argue that the make and model of the motorcycle doesn’t matter, that the joy comes solely from the open road—frankly, they’re right.

Street Vibrations officially closed on Sunday.  Over five thousand people were expected to attend the multi-day event and from my vantage the number of riders in town for the celebration exceeded that estimate.  There were over 250 vendors with motorcycle gear, food stalls and six stages of great live music!  Most notable was Heartless—a tribute to Ann and Nancy Wilson of Heart and they delivered the sound and spirit of the sisters classic rock-n-roll songs.   Video snippet below:

 

On Friday we rumbled along the 26-mile route from Reno to Virginia City—called Geiger Grade Road—with thousands of other riders who cruised into the historic mining town.  The route offers several curves along a cliff side and views of rolling hills with sagebrush to the pine tree-covered mountains.  It’s a thrilling experience, but the road routinely catches riders off guard and can become an accident quickly.

We soaked up the 81°F day and continued riding the loop to Carson City Harley-Davidson for more motorcycle accessories, themed art, crafts, apparel, music and ended the day back through the Carson (“wind tunnel”) Valley.  Mainstream meteorology suggests that “windy” conditions are anything sustained above 15 miles per hour, but we joked later that our helmets began inflicting what felt like a wind concussion on that segment of the ride.

Speaking of navigating hazards… they are part of everyday life for motorcycle riders—we’re experienced riders, and typically get the local weather forecast before riding. If extreme temperatures are predicted, we might consider a different route and/or a different departure day if it’s practical. It was clear from Friday’s weather reports we’d be riding through less-than-ideal conditions—read MUCH COLDER and wet.  What?  Rain at Street Vibrations!  We enjoyed the 80°F temperatures  Wednesday through Friday, but now fast-moving storm along with a freeze watch was in effect with heavy rain expected Saturday mid-morning and all day Sunday.  In addition, the Oregon passes would receive snow down to 3500 feet and we had at least two major mountain passes to traverse above that altitude.

Postponing our departure wasn’t an option so, we opted to end the festivities early and leave on Saturday and avoid the worst of the early winter storm.

Estimating wind chill is a complex calculation involving ambient temperature and wind speed.  It goes something like:

Temperature’s Influence = ( ( Predicted High Temperature – ( Temperature Base = Your Minimum Acceptable Temperature – ( Predicted High Temperature – Your Minimum Acceptable Temperature ) ) ) / ( Your Ideal Temperature – Temperature Base ) ) * 100 then factor in Wind’s Influence = ( ( Low, High and Gust Wind Speeds Averaged – Your Minimum Threshold For What’s “Windy” ) / ( Your Minimum For What’s “Hazardous” – Your Minimum For What’s “Windy” ) ) * 100 and finally there’s Precipitation Influence, Minimum Visibility and the wildcard algorithm of Road Conditions.  When in doubt always multiple by 100!

If you tracked all that, then you’ve likely developed a customizable motorcycle weather application for the iPhone and already talking a “deal” with the motor company.  I’m not a mathematics wiz, but I know for a fact that warm and comfortable riders have more fun!  Thirty minutes outside of Reno did not fail to disappoint—bringing heavy black clouds, cold torrential rain, hail showers along with snow on the higher elevations of the Plumas Mountain Range.

Riding in the rain doesn’t make me unique—it’s one of the things you do on the road.  Motorcyclist spend the money on riding gear with features or materials to keep warm(ER) and dry.  But, very cold temperatures and the first major rain of the year in Nevada means the oil rises to the top of the highway in a soapy like mess and combined together makes a person go from “Get your motor running” to “Sux2BU” pretty quick.

No one thought we were “cupcakes” just because we didn’t want to ride in the cold/rain/snow.  Fortunately Harley’s heated gear has gotten far more user-friendly over the last ten years and we pressed through the worst of the weather for 560 miles and now have another story to tell.
